Presenters
Major Kyle Tyrrell

Major Kyle Tyrrell is currently serving as the Staff Officer to the Assistant Deputy Chief of Army. Kyle has served in the Australian Army for the past twenty years primarily in infantry units, his most recent command being a company in Australia’s parachute battalion.

Throughout 2006 Kyle commanded a combat team deployed to Baghdad, Iraq. He and his team conducted over 100 missions in the Red Zone in Iraq and had the primary mission of protecting Australia’s diplomats and other VIPs. During a five year intermission from military service Kyle worked as a project manager within the public safety arena and also as a management consultant. He is regularly called upon to speak about command and leadership. Kyle is a graduate of the Royal Military College and holds a Masters of Business Administration. He will attend Command and Staff College in 2008

Willis Carter
Chief Willis Carter has been a member of the fire service for 35 years. He began his career in 1972 as a firefighter with the Shreveport (La.) Fire Department. Willis is responsible for the management and operations of the Fire Communications Division, which has a staff of 45 who operate the primary Public Safety Answering Point (PSAP) for the Caddo Parish (La.) An active member of the Association of Public Safety Communications Officials, International (APCO) since 1985, Willis currently serves as President Elect. He will be installed as President of this association at the close of the APCO annual training conference which will be held in Baltimore in August of 2007.
Phillip Watt
Philip Watt, currently the Manager of Enforcement Operations based in Canberra. I have been in Customs since 1978 and also worked in Victoria, Northern Territory and Western Australia. I have also had an attachment to the Seychelles government assisting in the reform of their Customs administration. As part of my current role I manage operations in the Southern Ocean, manage apprehensions of illegal fishing vessels in Northern waters and am on a working group establishing Coastwatch in the Southern Philippines.
 
Ann Farrell
Ann Farrell is a Senior Meteorologist with the Bureau of Meteorology. She’s been with the Bureau for 19 years and has worked as a weather forecaster, in flood warning services and in Climate Services areas. Ann is currently the Manager of the Climate Services group in Brisbane. While most of Ann’s career has been spent working in Queensland, she also spent two years working in Dublin as a forecaster with the Irish Met Service.
Murray Harding

Murray Harding is a Senior Project Manager at the Emergency Services Telecommunications Authority (ESTA) in Victoria where they are responsible for emergency call taking and dispatching on behalf of Emergency Service Organisations.

Murray has 30 years experience in Communications & IT and has worked in the Telecommunications, Defence, Law Enforcement, Transport and Emergency Services industries. He was most recently the project manager for construction of ESTA’s new communications centre at Ballarat.

Valdim Mustafa
Valdim Mustafa currently works at VPAC as a Computational Engineer - Analyst (VPAC, CfCP). At VPAC, he specialises in HMI and telematics based projects and has a background in electronics and electrical engineering. Valdim has a double degree in B.Eng. (Electrical) and B.Bus. (Administration) from RMIT University, and also completed his PhD studies in Engineering in 2005.
Robert Fox
Lieutenant Robert Fox’s police career spans 27 years. He has served the last seven years of his career assigned to the Anti-Terrorist Division, now renamed Major Crimes Division. In 2003 Lieutenant Fox participated in the Federal Bureau of Investigation’s Police Executive Fellowship Program, a six month program. As an Executive Fellow, Lieutenant Fox was assigned to the FBI’s Office of Intelligence at FBI Headquarters. His role was to provide a state and local law enforcement perspective on intelligence requirements and recommendations on how to improve information and intelligence sharing between the FBI and state and local police agencies. Lieutenant Fox is currently a co-program manager of the Los Angeles Joint Regional Intelligence Center, a terrorism intelligence and analysis partnership between the LAPD, Los Angeles County Sheriff’s Department, Department of Homeland Security and Federal Bureau of Investigation.
Bidar Homsey

Bidar has worked in the Telecommunication Industry for 14 years. She is currently Telstra’s Senior Account Executive responsible for NSW Government Emergency Services. Prior to joining Telstra Bidar worked as a Consultant with a focus in the Emergency Services sector. Bidar completed her

Bachelor of Science in Physics at Nottingham University, in the UK, and also has a Master of Science in Physics. Bidar worked eight years in a university position, involved both in teaching and research.

Craig Lapsley

Craig has 25 years experience as an employee of CFA, and has served a volunteer firefighter prior to that. Craig has worked in most parts of Victoria which has resulted in his involvement in Operations, Community Safety, Regional Management and Planning roles. Craig was also seconded to SES Victoria in 2005 to transform VicSES from a Government Department to a Statutory Authority he fulfilled the positions of Director and then the first Chief Executive Officer of the newly formed Authority. Craig currently fills the position of Deputy Chief Officer / Manager Operational Policy and Planning.

David Panter
Mr Panter has over 25 years of systems experience. He has over ten years direct experience in signal priority, lane control, vehicle tracking and mobile data systems and is directly involved with the day to day development and delivery of Intelligent Transport System products. David has been an independent ITS consultant and is Technisyst’s ITS Business Development Manager.
 
Jeremy Sharp
Jeremy came to Australia with the UK 18ft skiff team for the 1978 World Title. After his first Nor-Easter on Sydney Harbour, he decided to stay. He joined ADTEC Communications in 1992 and took over sole ownership in 2002. He is a qualified mechanical engineer and self-confessed boat nut...! His presentation is a case study on ADTEC's ALERTS system and how it came to be installed at the Country Fire Service in South Australia. ALERTS is an emergency alerting and notification system used by various fire, emergency, police and health services around Australia.
 
Kit Wignall

Kit Wignall is a Director of Gibson Quai- AAS Pty Ltd and has worked in the telecommunications consulting discipline for over fifteen years. He is responsible for the operation of the Melbourne office of Gibson Quai-AAS and is also involved in specialist consulting projects in all of GQ-AAS offices.

Kit has provided specialist technical and strategic advice in a wide range of commercial and public safety projects including microwave link systems, mobile radio systems, mobile data systems, paging systems and mobile telephone systems.

Lance Martin

Acting Superintendent Martin has 25 years of extensive front line policing experience in a range of operational and support roles including Police operations, communications and emergency management.

urrently Lance Martin holds the position of Program Director for the Communications Infrastructure Program, incorporating the Police Metropolitan Radio Network project. As the Program Director, he manages and coordinates the activities of sworn, police staff and contract personnel in working with government departments and private commercial interests. Responsibilities include managing the implementation of a digital radio network and a vehicle tracking and mobile data service. He is accountable for ensuring that the Police business, financial and commercial interests are effectively managed

Paul Harris
Paul Harris is the General Manager, Strategic Planning and Project Initiation at the Bureau of Emergency Services Telecommunications (BEST), where he heads up a team responsible for the strategic planning and procurement of emergency response communications for Victoria’s emergency service organisations. Paul has over 25 years of local and international experience working in the professional and public safety communications industry.
Paul May

Paul May is a Business Development Manager for M/A-COM, Inc., based out for Lynchburg, VA. Mr. May has over 18 years experience in the marketing, product management and engineering of products for the Land Mobile Radio industry. For the past several years, Mr. May has been concentrating on leading the marketing efforts and launching M/A-COM's Project 25 systems business. Prior to that, Mr. May has held Technical Marketing, Product Management and Engineering positions for the M/A-COM/Ericsson/GE LMR businesses. Mr. May is a graduate of Clarkson University with a degree in Mechanical Engineering

Wolfgang Rechberger
Currently hold the position of Superintendent Northern Operations Tasmanian Ambulance Service. I have 35 years experience within the ambulance service. Over this time I have coordinated a number of major incidents including light aircraft crashes and large vehicle accidents. I have also recently been a member of the steering committee of a major multi services counter terrorism exercise in Hobart During the Beaconsfield mine rescue operation I was the senior ambulance officer in charge of coordinating the medical response to the incident.
Rob Colless

Rob Colless has been involved in the spatial industry for approximately 30 years. His current appointment is Manager GIS and Operations – Emergency Information Co-ordination Unit (EICU) Lands Department, which he has assisted in establishing. This new unit is focused on developing a Spatial Data Warehouse for Emergency Service Organisations. Rob has previously worked for Metropolitan Water Sewerage & Drainage Board and the NSW Maritime Authority, and has received an international award for his work integrating GPS, GIS & Incident Recording Technologies creating an operational event management system

Chris Fletcher
Chris has been with Telstra for 4 years and has over 20 years experience in the IT and Telecommunications industry. He is currently Manager Strategy & Solutions for Telstra's Public Safety Solutions group, responsible for setting directions for a range of new wave managed service solutions in the Public Safety market. These solutions integrate core Telstra services and capabilities with the latest technology from around the world.
 
Clive Williams

Professor Clive Williams MG is a specialist on counterterrorism and politically motivated violence, with a career background in Defence intelligence. He is a member of the International Association of Chiefs of Police (IACP), International Association of Bomb Technicians and Investigators (IABTI), and Australian Institute of Professional Intelligence Officers (AIPIO).

Roland Leimer
Roland Leimer has 25 years of experience in communications systems for security and safety related environments. He successfully introduced Frequentis into the International Pubic Safety market, with the biggest success being the ICCS and CCTV system contract for Scotland Yard. His current role is in business development.
 
Trevor Laughton
Trevor Laughton has worked in the PMR radio field for over twenty years and is the Chief Technical Officer and an Executive Director of Tait Electronics. Trevor began his career as an RF development engineer and has had various roles in engineering, marketing, and corporate management. Trevor has been involved in both European and USA based PMR standards development for many years.
 
Colin Calderwood

Colin Calderwood served in the British Army for over 20 years, where he was involved in the planning and execution of numerous organisational change initiatives. Joining STASYS Ltd in the UK, and transferring to Lockheed Martin STASYS Australia in 2006, Colin has provided specialist business process management advice to major projects throughout Europe, America and more recently Australia.

Stephen Ayres
Stephen Ayres has been involved in the telecommunications sector for 25 years, working extensively for the military and public sectors in Europe and the Middle East. Joining STASYS Ltd in the UK and transferring to Lockheed Martin STASYS Australia in 2006, Stephen has continued to provide specialist communications advice to major projects in America, Europe and more recently Australia.
 
Paul Holman

Paul Holman, has a broad and diverse operational background and management experience within the Ambulance industry over 30 years. Operational experience as Paramedic in Mobile Intensive Care Ambulance, Air Ambulance, Helicopter, Communications and Field Management. Held numerous operational management positions since 1990. These include area management and secondments to Government departments. Since 2004 appointed as Operations Manager Emergency Management (MAS) and is responsible for all of MAS Emergency Management and Planning encompassing CBR response, major incident management, the MAS emergency response plan and the development and running of the MAS Emergency Operations Centre. Paul is responsible for all CBR, USAR and Emergency Management Training. A member of the Australian College of Ambulance Professionals - Victoria and holds a Graduate Diploma in Administration (Health).

Greg Barras
Greg Barras is a serving member of the Victoria Police Force having 17 years experience. His duties have included working at both metropolitan and country police stations. In 1996 he transferred to the Water Police / Search & Rescue Squad and in April 2004 he took up a temporary position as the GIS co-ordinator for Victoria Police. In September 2005 he travelled to Mawson Station, Antarctica where he was responsible for training expeditioners over the summer period. He is now a Sergeant at the Water Police who manages the use of spatial and sonar technologies in Search & Rescue and Law enforcement applications. Whilst working for the Water Police / Search & Rescue Squad he has been involved in a number of initiatives that have shown the benefits of using hand held computer devices, GPS systems and sonar technology to capture spatial data relating to search and rescue and port security incidents. This technology is now being used to task, manage and record data relating to large search and rescue operations within Victoria.
Dwayne Rabel
Dwayne Rabel is currently the Manager of Strategic Planning and Policy for the Bureau of Emergency Services Telecommunications (BEST), a business unit of the Department of Justice in Victoria. Dwayne has worked in the telecommunications industry for more than 16 years and has had a wide range of local and international industry experience in management roles including Regulatory, Investment Management , Consultancy and Project Management environments. Prior to joining the Department of Justice Dwayne worked for Telstra within its Regulatory division.
 
Dr Anne Lear

Anne has worked in the area of risk management for over a decade, initially as a consultant risk engineer in the process industries and, for the last three years as the Coordinator, Corporate Risk Management for the NSW Fire Brigades. In this role, she is responsible for developing and implementing the organisation’s risk management framework and for facilitating the dissemination of risk management knowledge and skills across the organisation. This includes coordinating and monitoring the NSWFB’s business continuity planning.

Anne has a BE (Chem) and a PhD in combustion research both obtained from the Department of Chemical Engineering at the University of Sydney. In addition to risk management, Anne has undertaken research into the development novel fuel technologies and into human behaviour in fire.

Stephen MacDonald

Chief Superintendent Stephen MacDonald heads the London Metropolitan Police Central Communications Command, the largest Operational Command Unit (OCU) in the United Kingdom with over 2000 staff. Before taking up his current role he was a Borough Commander for one of London’s 32 Boroughs.

His command has responsibility for the Met’s emergency and non emergency telephone handling, the despatching of all response and specialist units across London, the Central Casualty Bureau, and the Special Operations Room which manages pre-planned and spontaneous events - including the ‘7th July’ 2005 response.

In his 28 year police career in London he has worked mainly in operational uniform roles, including Specialist Firearms and Event Planning and Management, and is advanced Public Order ‘cadre’ trained. He is nearing the end of a 7 year project modernising the Mets Command and Control systems, moving 45 local control rooms and 1,500 staff into three new Centres, creating his new command.

David Rogers
David Rogers joined the MFB in 2004, where he has responsibility for managing communications operations, development and GIS services. Prior to this, he served in the Australian Army for 26 years delivering military communications services and developing the Defence Force's communications capabilities, both within Australia and overseas. He holds degrees in physics, defence studies, international relations and business management.
John Killeen
An Intensive Care Paramedic with the ACT Ambulance Service, John has completed comprehensive research on visual warnings for emergency vehicles. John developed the high-visibility livery and advanced warning light system fitted to ACT Ambulance vehicles. The Tasmanian Ambulance Service has adopted the new livery and organisations within Australia and overseas are currently assessing the enhanced design. In 2006 John received an ACT OH&S Award and has been nominated for a 2007 national award.
 
Mark Parsons
Mark Parsons is the BDM for Geomatic Technologies, involved in the QLD Government address validation project development after Australia wide promoting projects with Simoco and Zetron. 11 years service with SA and QLD Police in operational, water police and communications centre areas. 10 years service with Westpac Helicopter Rescue service as a crew member and member of SA search and rescue co-ordination committee. 25 years service with Surf Lifesaving including development of national communications platform. Project officer working with QLD Fire and Rescue on I zone urban / rural fire project including building 3 x state based rapid response communications trailers for Emergency Management QLD use.
 
Ian Vaskess

Ian Vaskess is currently the Manager of Emergency Services Telecommunications Resources with the Bureau of Emergency Services Telecommunications (BEST), a business unit of the Department of Justice in Victoria. Ian has been with BEST for 5 years and has held senior management roles in the procurement and implementation of the Metropolitan Mobile Radio (MMR) and Mobile Data Network (MDN) projects. Ian has worked in telecommunications for more than 22 years and has a wide range of industry experience including sales support, radio network engineering, project management and international consulting.

Bram Frank
Trained in Electrical Engineering at Loyola College in Montreal, he has extensive experience in the fields of telemetry, radio and data communications. He has worked for a number of organisations since completing his formal training; among them General Electric (in commercial communications and their data terminal group), Digital Equipment Corp. (terminal group and transmission systems) and a number of radio broadcast companies in Canada. Additionally he owns an alarm company and telephone interconnect company in Montreal Canada. A member of Dataradio's staff since the commercial introduction of their products, Mr. Frank has held positions in the company for product design, system engineering, customer support management, product management and sales management over the past two decades, holding the title of Director of Sales since 1996. Bram Frank was a member of the original group of amateur ('ham') radio pioneers who created the first non-military wireless data systems in 1978.
 
Steve Schmidt
Steve Schmidt worked for Toyota Financial Services for 10 years and held a number of Senior Executive positions in Australia before Joining Telstra to manage the $500M Telstra / Westpac Telecommunication Services Agreement for nearly 5 years. Currently, Steve is the National Manager for Telstra's Public Safety Solutions Group and is responsible for developing and delivering new wave wireless solutions. Steve and his team provide specialised radio and wireless networks to the South Australian, Victorian, and New South Wales Governments as well as industry sectors such as Rail and Aviation.
 
Brad Akers
Brad Akers is the Contract Director for the Metropolitan Mobile Radio Project, on behalf of the State of Victoria. Brad is employed in this role by the Bureau of Emergency Services Telecommunications, Dept of Justice, since May 2004 – upon the State entering the Service Agreement with Motorola Australia to design, finance, construct, own and maintain the new digital MMR network. Brad has significant experience in commercial infrastructure projects, particularly under a PPP framework. Brad previously worked with the Victorian Department of Treasury and Finance in the Partnerships Victoria Commercial Infrastructure Projects Unit, providing advice to various departments on a broad range of technology, economic and social infrastructure projects. Brad’s employment and education experience is particularly in the areas of commercial, financial and risk allocation structures and governance/stakeholder management.
Rai Whitten
Rai has been with the Department of Emergency Services since 1999. He has been active in all areas of disaster management including operational response, development and delivery of disaster management training, and strategic and operational policy development. Currently Rai is seconded to the Local Government Association of Queensland to help improve Local Government's capacity for contemporary disaster management.
 
Marcus Reston

Marcus Reston is the Manager for Spatial and Visualisation Technologies at the Victorian Partnership for Advanced Computing (VPAC). Marcus provides expertise Geospatial technologies, Real-Time solutions implementation & support, Enterprise and scientific data analysis and visualization and Immersive Visualisation. Before joining VPAC, Marcus worked as a Senior Technical Consultant for the visualisation & HPC vendor SGI (Silicon Graphics). Principal activities included the implementation & support of high performance visualisation solutions for SGI customers including RMIT University, DSTO, Woodside Petroleum, & Malaysia’s MDC Flagship Centre. Prior to working with SGI, Marcus provided consultancy services for over 10 years to various government and commercial clients specialising in geophysical data processing, remote sensing, and GIS applications.

Marcus started his professional career with as a contract and exploration geologist in Western Australia, which included a 4 year period with Western Mining Corporation. He has experience in various Australian geologic terranes, & has overseas experience in Papua New Guinea, Malaysia, Philippines, Europe, Las Canarias, & the USA. Marcus has a BSc Hons degree in Earth Sciences from the City of London Polytechnic, a Master of Sciences from University of Greenwich, and a PhD in Spectral Geology pending completion at UNSW.

James Taylor
James Taylor is currently Manager, Project Initiation, with the Bureau of Emergency Services Telecommunications / Major Procurement Program Office (BEST/MPPO), a business unit of the Department of Justice in Victoria. James has been with BEST/MPPO for 2 years and has been responsible for developing a number of multi-agency business cases / procurement projects. James has over 20 years experience in government working on projects that cross organisational boundaries in fields that include gaming, health and emergency services.
Grant Pitman
Currently I am serving as a Superintendent of Police, Communications Branch, Queensland Police Service and I am responsible for the Brisbane Police Operations Centre, Disaster Management for Brisbane, Radio and Telephone Branches and Technical Surveillance. Twenty eight years experience in law enforcement and three years involvement as a communications manager. I have lectured for 15 years at several Queensland Universities, Police Academy and TAFE Colleges in justice studies. Currently have a Phd academic qualification in public policy.
Terry Hartmann
Terry Hartmann is Director and Global Solution Lead for Secure Identification & Biometrics, for Unisys Corporation. Terry has overall responsibility for developing and implementing Unisys Homeland Security strategy, and since joining Unisys in 2004, he has built a vibrant enterprise security practice within the Asia-Pacific region. He has over 20 years’ experience in the IT industry and is an internationally recognised authority on all aspects of homeland security and positive-identification technology, including briefing of foreign governments, the media, and many speaking engagements internationally.
Dennis Godfrey
Inspector Dennis Godfrey has been a member of Victoria Police for 28 years. In 2003, Dennis joined the Victoria Police Commonwealth Games Planning Office as the Project Manager for one of the four designated project areas. His responsibilities included all of the Victoria Police logistics including the supply and rostering of personnel, transportation, vehicles, equipment, meals etc and the security overlay for all of the competition outside of the MCG - Olympic Park precinct. Dennis now works in Canberra where he is developing the role as the “Victoria Police Liaison Officer” to Federal Government Agencies. This is a new initiative of Victoria Police and recognises the growing importance of Federal/State partnerships. Victoria Police is the only state police service to have this presence in Canberra.
Mark Carpenter
Mark has worked in the information management and IT sectors for 28 years. Mark is currently the Assistant Secretary for Information Services at the Federal Attorney-General's Department and is also the Chair of the AusDIN (Australian Disasters Information Network) Portal Group.
